Depends on what It’s for, clearly.
Personal and sometimes business websites are often plain and boring to the user when these kinds of sites could easily be entertaining with some basic HTML. It'll also be easier for the user to remember their experience on the net.
Is the old web coming back?
Probably only on personal sites, There are spaces of people DEDICATED to the retro ‘net feel, If you are looking for those people they are often on services like Spacehey, Mastodon and usually have a neocities site.
